Central government departments and agencies

Public bodies run on two clocks. One is the approval workflow, which moves at the pace of delegated authority, segregation of duties and the occasional absent signatory. The other is the financial calendar, which closes periods on schedule whether or not every document has finished its journey. When the two clocks disagree, documents get stuck.

The industry challenge

In government finance, purchase requisitions and purchase orders are usually subject to budget control. Funds are checked and reserved as the document moves through workflow, and the accounting date on the document determines which period and which budget the commitment lands in.

The problem arises at period end. A requisition submitted on the last working day of a month may still be awaiting approval when finance closes that period or puts it on hold. The document now carries an accounting date in a period that no longer accepts postings. Approvers see errors, workflow stalls, and someone in the finance team has to find the affected documents, change dates by hand and resubmit them. In a large department with hundreds of documents in flight, that is a recurring chore at every month end and an acute problem at year end, exactly when finance teams have the least spare capacity.

What Microsoft delivered in Finance 10.0.49

Finance 10.0.49 can automatically advance the accounting date on budget-controlled workflow documents, specifically purchase requisitions and purchase orders, when their original period has been closed or placed on hold. Instead of failing, the document moves to the next open period and continues through its workflow.

The feature removes a manual intervention point rather than changing budget control rules. Documents still go through budget checking; they simply do so against a period that can accept them.

Where the value shows up

Business areaImpact
Period-end closeFinance can close periods on time without waiting for in-flight approvals to clear
Procurement continuityRequisitions and orders keep moving instead of stalling with date errors
WorkloadLess manual searching, re-dating and resubmitting of documents at month and year end
ControlBudget checks still run, now against the correct open period
Supplier relationsFewer delays in issuing purchase orders around period boundaries

A worked scenario

(An illustrative example.) A national agency runs a monthly close on the third working day. On the last day of March, a regional office submits forty requisitions for laboratory consumables and IT equipment. Approvals are spread across three directorates, and several approvers are away for a long weekend.

Finance closes March on schedule. Previously, the outstanding requisitions would have failed at the next workflow step, and a finance officer would have spent part of April re-dating them one by one. With automatic date advancement, each requisition moves into April as it progresses, is checked against April's available budget and continues to approval. The close happens on time and procurement is not held up.

Adoption considerations

  • Agree the accounting policy. Moving a commitment into the next period may affect which budget it consumes. Finance and budget holders should agree that this is acceptable, particularly across financial year boundaries.
  • Review year-end rules. Year-end has different consequences from month-end. Decide how documents in flight at year end should be treated and whether additional controls are needed.
  • Communicate with budget holders. Managers should understand that a late-approved requisition may draw on next period's budget.
  • Check reporting. Commitment and encumbrance reports should be reviewed after the first close to confirm they reflect advanced dates as expected.
  • Test in a sandbox. Run a mock period close with documents at different workflow stages before enabling the behaviour in production.

The bottom line

Period-end discipline and procurement continuity should not be in competition. Automatic accounting date advancement lets government finance teams close on time while approvals carry on, removing one of the most tedious manual tasks in a public-sector close. The real decisions are about policy, especially at year end, so work them through with an experienced Dynamics 365 Finance adviser before switching the behaviour on.
