Donor-funded organizations live and die by their ability to show where money went. A humanitarian program may be funded by several institutional donors, each with its own budget lines, eligibility rules and audit requirements. Purchase orders are the backbone of that evidence, and every one of them needs to show that funds were checked before the commitment was made.

The industry challenge

In Dynamics 365 Finance, budget control checks funds when a document such as a purchase order is created or confirmed, and the document carries an indicator showing the result of that check. For an NGO, that indicator is part of the control evidence: it shows that the order was raised against available donor funding.

The complication comes later in the document's life. Field procurement often involves partial deliveries and partial invoices, and orders are finalized once the remaining quantity is no longer needed. In earlier behaviour, the budget check indicator could be lost or reset as a document was partially invoiced or finalized. The order itself was fine, but the visible evidence of the budget check was not.

When donor auditors sample transactions months later, missing indicators trigger questions. Finance staff then have to reconstruct the history from other records, which takes time and can make a well-controlled organization look less controlled than it is.

What Microsoft delivered in Finance 10.0.49

Finance 10.0.49 keeps budget check indicators on purchase orders that have been partially invoiced or finalized. The result of the original budget check stays visible on the document throughout its lifecycle, instead of disappearing as the order is consumed or closed.

The feature does not change how budget checking works. It makes sure that the evidence of the check survives.

Where the value shows up

Business areaImpact
Donor compliancePurchase orders keep visible proof of the budget check through to closure
Audit readinessFewer queries from auditors about missing control evidence
Finance workloadLess time spent reconstructing document histories for sampled transactions
Program managementProgram managers can trust that the status they see reflects the original check
ReputationA cleaner audit file supports relationships with institutional donors

A worked scenario

(An illustrative example.) An international NGO runs a water and sanitation program funded by two institutional donors. The country office raises a purchase order for pipes, pumps and fittings. Deliveries arrive in three batches over two months, each invoiced separately, and the last few items are cancelled when the design changes, so the order is finalized.

A year later, the donor's auditors sample the order. Previously, the finance officer might have found that the budget check indicator was no longer shown, and would have had to explain the system behaviour and produce supporting evidence. Now the indicator is still on the order, showing it passed budget control when raised. The sample closes without follow-up.

Adoption considerations

  • Check historical documents. The improvement applies going forward; documents processed before the update may still lack indicators. Keep supporting evidence for those.
  • Brief auditors and donors. If indicators previously caused questions, let audit contacts know how the evidence now appears.
  • Review partial-invoicing practice. Confirm country offices are invoicing and finalizing orders in the way budget control expects.
  • Include it in testing. Add partial invoicing and finalization to your regression test scripts for budget control.
  • Align reporting. Make sure any compliance reports that read the indicator behave as expected after the update.

The bottom line

For donor-funded organizations, a control that cannot be evidenced is almost as bad as no control at all. Preserving budget check indicators through partial invoicing and finalization keeps that evidence intact and shortens the conversation with auditors. It is a quiet change with a real effect on compliance effort. Before your next donor audit, review your budget control set-up with an experienced Dynamics 365 Finance adviser.
